Former presidential aspirant Dr. Kiiza Besigye furiously responded President Museveni’s statement of describing the Ministry of Finance as a home of thieves.
Besigye said that thieves are not in only the Finance ministry but the whole state is in a regime of thieves.

Recently President Museveni described the Finance ministry as “a ministry of thieves” and volunteered more details on how senior government officials arrested last week, had solicited a bribe of more than Shs15b from Chinese investors who wanted to establish a Shs2 trillion phosphates plant in Tororo District.
Briefing Cabinet last week about the plunder in the Finance ministry and the arrest of the senior officials in the ministry, the President evoked the Biblical allusion in Matthew 6:23 to point out how “thieving officials” in the ministry sabotaged the livelihoods of more than 1,200 Ugandans who would be employed by the Osukuru phosphate factory in eastern Uganda if the venture succeeded.
On Saturday evening, the State Minister for Labor, Employment and Industrial relations Herbert Kabafunzaki was arrested for taking UGX30m bribe from Aya Group Officials at Kampala Serena Hotel on Saturday evening.
Due to the emergence of several corruption scandals among government officials for a while, President Museveni has vowed to fight and clang everyone who will be involved in embezzlement of public resources.
