Meet Allan Ssewanyana, man who grabbed Kibule’s neck, made chairs fly in parliament

MPs resorted to fights, throwing of chairs and trading accusations in Parliament on Tuesday after Speaker Rebecca Kadaga said the Order Paper had been amended to include the controversial motion to amend the age limit cap on presidential candidates.

After Kadaga had spoken about the amendment, Opposition members alleged that one of the legislators had entered the House with a gun.

The Busongora North MP William Nzoghu, claimed that some members had entered the House with guns, adding that even the Speaker was not safe to debate in such an environment.

Medard Sseggona asked the Speaker to adjourn the House and ask security to conduct a thorough search.

However, Ms Kadaga said she could not adjourn he proceedings on mere allegations. Proceedings were at this point stopped for about 20 minutes as the legislators shouted at each other, made noise and at some point threw chairs around. All this time, Ms Kadaga kept quiet and looked on.

How Ssewanyana made parliament look like a boxing room

State Minister for Water, Mr Ronald Kibuule was specifically accused by Opposition and Independent MPs of having come to the House with a gun. He however denied the accusation.

After this did not become the solution since the Minister instead got engaged in exchange of bitter words with the Youthful Makindye legislator Hon. Allan Ssewanyana who with no time grabbed Minister Kibule a scenario that had to put the setting at Stake for about 20 minutes.

At this moment, Clothes and shows of some MPs got tone, and even chairs had to fly on top of legislators all generated from the fight against the removal of article 102b of the Uganda Constitution.

Though Kadaga then allowed a search to be made for a gun. After it was done, she declared there was no weapon in the house and the proceedings should go on, one needs to know who this youthful legislator is.

Who Is Allan Ssewanyana?

Allan Aloysius Ssewanyana (born 26 November 1986), commonly known as ‘Omusajja wa Bwino’ is a Ugandan sports journalist, human resource manager and politician. He is the elected Member of Parliament for Makindye Division West and a representative for DP, the oldest political party in Uganda.

He is a member of the Committee on Education & Sports and the Committee on Equal Opportunities in the 10th Parliament of Uganda. He is also the Minister for Sports in the Shadow Cabinet.

Ssewanyana is a former: LCV Councillor for Kampala Capital City Authority (KCCA) and is that notorious man who confronted Minister Frank Tumwebaze when he proposed to fire Kampala City Lord Mayor Elias Lukwago; sports editor for Nile Broadcasting Services (NBS) TV and Top Radio 89.6 FM; sports columnist for Ennyanda sports newspaper, member of the board of directors for the Uganda Premier League and a former board vice chairperson for KCCA FC

Ssewanyana was born in Nsambya Hospital, to Aloysius and Sarah Ssendawula of Kibuye, on 26 November 1986 in a Catholic family of the Baganda. He is the third of seven children and has four sisters and two brothers.

He had his primary education in Kampala City at Nakivubo Blue Primary School where he was a sports prefect and attained his PLE certification in 1998.

He then attended St. Mathias Kalemba Senior Secondary School for his O-Level education and Mengo Senior School for his A-Level education, attaining a UCE certification in 2002 and a UACE certification in 2005. He served as a sports minister at St. Mathias Kalemba Senior Secondary School and as a head prefect at Mengo Senior School.

Ssewanyana further advanced to Makerere University where he graduated in 2008 with a Bachelor of Science in Human Resource Management. He was a student leader and a member of the guild representative council (GRC) at the Ivory Tower.
