Kayihura: Police rotten from the bottom

IGP Kale Kayihura with ASP Muhammad Kirumira

The Inspector General of Police, Gen Kale Kayihura, has thunderously threatened to fire all those police officers that will get involved in criminal acts.

Speaking while responding to Mubende District residents’ queries on officers allegedly protecting land grabbers on Friday, Kayihura said that its unfair some officers have been involved in criminal offenses something the force will not tolerate.

Kayihura added that the police force is rotten from bottom but functioning at the top management and vowed to see that all indisciplined officers are brought to book.

He added that the lower rank police officers are at the centre of several sagas including land grabbing but for him as the Force’s top commander is clean and needs support of the locals to report whoever they know so that he/she can be dealt with.

This forced, Kaiyihura to suspend four police commanders including Wamala Regional Police Commander (RPC) Senior Superintendent of Police (SSP), Christopher Barugahare, Mubende District Police Commander (DPC), Assistant Superintendent of Police (ASP) Charles Magoola, Officer in Charge of Criminal Investigation department (OC -CID), Superintendent of Police (SP), Dawda Swalik and OC Lands ASP Hakim Mukama.

It should be noted that Kayihura’s claim comes a few days after former Buyende DPC, Muhammad Kirumira, unveiled that police rotten in the top management.

Kirumira was however arrested on Thursday and now detained at the national detention facility, Nalufenya, in Jinja District alleged over misconduct and abuse of office.

Gen Kayihura tasked Professional Standards Unit (PSU) Commandant, Assistant Commissioner of Police (ACP), John Okalanyi, to probe the suspended officers’ role in land grabbing and other service offences perhaps to be charged in police disciplinary tribunal.
