EXCLUSIVE: Parliament ‘Approves’ New Deputy IGP Sabiiti Without O & A Level Papers

Parliament on Wednesday proceeded to vet and ‘approve’ Brig. Sabiiti Muzeyi, newly appointed Deputy Inspector General of Police (IGP) even when he did not have O and A level certificates.

The former commandant of Military Police was appearing before the Appointments Committee at parliament for vetting. Brig. Muzeyi was on Sunday appointed as deputy IGP after President Museveni fired IGP Kale Kayihura and Security minister Henry Tumukunde and replaced them with Ochola and Gen Elly Tumwine respectively.

According to a highly placed source who attended the vetting session that was chaired by Speaker of Parliament Rebecca Kadaga, Brig. Sabiiti who was the last to be vetted did not present his academic papers for O and A level.

The committee realized that Sabiiti in his attachments did not attach his O and A levels after Serere Woman MP reportedly raised the matter. It was at that moment that Speaker Kadaga rushed to scruntinise the documents that Sabiiti had presented and confirmed that the man did not have the certificates.

Sources confided to the Insider that Sabiiti told the committee that his father died in custody of his O and A level certificates and that he did not find it necessary to go back to his ancestral village to look for them since it was the first time he was appearing before a committee that required all his academic documents.

Whereas this did not stop the vetting session, Speaker Kadaga told Sabiiti to later on submit the documents.

“Members, it is not true that Sabiiti lacks academic papers. He just did not bring them. Let’s proceed with the interaction and give him time to present them,” Kadaga reportedly said.

It should be remembered that before the Appointments committee started the vetting session, Oyam Woman MP Sandra Santa Alum reportedly raised a matter where Mukono Municipality MP Betty Nambooze petitioned Speaker Kadaga to block the appointment of Brig Muzeyi on allegations that he commanded the September 2017 raid on parliament during the Age limit Bill debate. However, Kadaga ruled out the allegations saying that it is not true Muzeyi orchestrated raid on parliament.

An insider said that Gen Tumwine, Ochola and Sabiiti have all been approved for Security minister, IGP and deputy IGP positions respectively.

Brig. Sabiiti reportedly went to Mbarara High School and Ntare School for his A’ and O’ level education. He holds a Masters of Science, Strategic Studies from Madras India, Masters of Science from Addis Ababa University, Egypt and a Degree of Science from Makerere University.

He has attended several military courses including the Basic Military Course at Kabamba, Officer Cadet Course – Jinja. Brig Muzeyi has also attended the Missile Company Commanders Course from Langang Academy in China, Senior Command and Staff Course from Wellington in India. He has also attended the National Defense College, Military Academy of the General Staff of the Armed Forces of the Russian Republic.
