President Museveni yesterday told Members of Parliament that jailed former Inspector General of Police Gen Kale Kayihura embarrassed him so much for failure to execute his mandate.
Museveni held a Q and A session with all MPs at the office of the Prime Minister’s Conference Hall on matters concerning security.
This was upon the request of Speaker Rebecca Kadaga on June 20 when Museveni was addressing Parliament on the security status in the country. In this session, Museveni noted that Kayihura side-stepped formal police structures and chose to work with wananchi (civilians), effectively crippling professionalism of the Force.
Kayihura who was picked from his country home in Kasagama in Lyantonde district about two weeks ago is now locked up in Makindye military barracks.
There has been speculation about the reasons for his arrest together with several senior police officers with some attributing it to their involvement in the murder of the former police spokesperson, Andrew Felix Kaweesi, organised crime, espionage and illegal extradition of Rwandan refugees.
Though the media was officially stopped from attending the meeting, some of our insiders in the session revealed that Museveni also blamed Gen Kayihura for leaping to the defense of his juniors even when they had broken the law though did not remark the charges the former police boss is likely to face.
