Districts Accounting Officers in Trouble Over Delayed Payment of Staff Salaries

Ministry of Finance, Planning and Economic Development has summoned several districts accounting officers for delaying to pay staff salaries and pensions to retired public servants.

In a letter dated October 10th, 2018, Patrick Ocailap, Deputy Permanent Secretary, Ministry of Finance, has asked the affected accounting officers to explain why they have not yet paid salary for month of September.

Prime Minister Ruhakana Rugunda recently issued a directive reminding government agencies to always pay salary and pension by the 28th of every month.

“It has come to my attention that to date you have not yet paid salary for September 2018. This is therefore to ask you for an explanation as to why disciplinary action should not be taken against you for not paying salary in time despite availability of funds,” Ocailap’s letter reads.

The affected accounting officers include; Uganda Toursim Board, Busia District Local Government, Kanungu District Local Government, Katakwi District Local Government, Kiboga District Local Government, Kisoro District Local Government, Moroto District Local Government, Pader District Local Government, Abim District Local Government, Namayingo District Local Government, Ntoroko District Local Government, Fort Portal Municipal Council, Moroto Municipal Council, Soroti Municipal Council, Hoima Municipal Council and Nebbi Municipal Council.

Last week, Ministry of Finance released funds for the 2nd quarter.
