As the race for who takes over the helm of 11th Parliament boils, Internal Security Organisation (ISO) rolled out clandestine survey to establish who is a favoured candidate among the two rivalries- Hon Jacob Oulanyah and Hon Rebecca Kadaga.

Kadaga is seeking a reelection while Oulanyah is pursuing an elevation from Deputy Speaker to Speaker.

The heated race is threatening to rip the NRM establishment apart if leaders within the party to reconcile the two warring camps.

This website has learned that high-ranking government officials asked Charles Oloka- the Director General of ISO to gather intelligence on the implications of the Speaker’s race and its aftermath.

According to a source privy to the survey, the findings are shocking.
Without providing much details, this top official in the army said Oulanyah is nursing ambitions far from “reality.”

Asked to expound on what he meant, he added: “He is young, educated and he has different interests far from what people expect.”
Asked if the intelligence finds Oulanyah eyeing Presidency, this high-ranking officer could neither deny or confirm.

On Kadaga, the findings say, she is predictable. “For Kadaga she simply wants her seat and she is satisfied with that,” he said.

Asked if the report had been forwarded to President Yoweri Museveni, the official said ISO is still gathering more information, “it will be taken very soon.”

On Friday Jacob Oulanyah who assured his supporters that he is the next Speaker of the 11th Parliament was nominated by the NRM Electoral Commission.

The top organ of the party Central Executive Committee (CEC) where Oulanyah and Kadaga are members will sit on Saturday to endorse its candidate. In case it endorses the two opponents, the matter will be put to NRM caucus which will convene on Sunday at Kololo grounds, a day before the voting by all MPs.

Oulanyah accusses Kadaga of dishonest having agreed to rule for only 5 years and give way in 2021.

Oulanyah said Kadaga made the promise in 2016 before CEC members and President Museveni.

Kadaga responded saying Oulanyah should bring evidence that she made the alleged remarks.

On Wednesday, Oulanyah vacated his office of Deputy Speaker, handed over all instruments of office and the official vehicle saying his term of office had expired and he was on the move for new position.
