The Inspector General of Police Martin Okoth Ochola has today secretly handed over the office of the Inspector General of Police to his Deputy Maj. Gen Tumusiime Katsigazi after the expiry of his Contract.
The handover function was held at the Police headquarters main board room in Naguru a Kampala suburb. According to the sources, the closed handover was attended by few people, and the media was not allowed to attend as usual.
“Actually the handover took place at the same time when Afande Enanga was supposed to address the press on weekly security updates,” Says a police source adding that the media were then shifted to Police Sacco board room where Luke Oweyesigyire addressed them.
Police sources say the Minister of Internal Affairs Gen. Otaffire ordered IGP Ochola to vacate his office even if the president has not appointed another IGP. “Am ordering you to leave the office when your time is up. I don’t want the public to start saying you are occupying office illegally and we end up in a court of law.
Just hand over the office to your deputy and wait for the President’s communication,” Gen Otafiire was quoted telling Ochoa over the weekend.
However other sources say Ochola had even prepared his handover report one month ago when he told his myself colleges that he would not take another term as IGP. ” I have served in this office for 6 years and I don’t think u can add any value apart from causing problems to my self, ” A source close to Ochola told us. Another senior security officer told us that Ochola was even tired of being given orders by his juniors, especially the army officers.
“When Ochola was the Deputy to Gen Kale, he had no powers to make decisions even when he was appointed IGP, he also lucked powers to make decisions,” Another top security chief says. He added that when Late Lokech was his Deputy, he had no power, and even currently, he has no powers.
