The former Deputy Resident City Commissioner (RCC) of Rubaga Division, Mr Herbert Anderson Burora, has been remanded to Luzira prison for spreading malicious information.
Mr Burora appeared before Buganda Road Chief Magistrate Mr Ronald Kayiizi, facing two charges: hate speech and malicious information, as per the Computer Misuse Act. He denied both charges.
Chief Magistrate Kayiizi remanded Mr. Burora until July 9, citing the need to resolve issues regarding the charge sheet’s legality before addressing the bail application.
This decision followed a request from Chief State Attorney Mr Richard Birivubuka for more time to respond to the defense’s claims that the charge sheet was defective.
Mr Burora’s defense team, led by Mr David Kamukama, argued that the charge sheet did not specify how Mr Burora allegedly demeaned the Speaker of Parliament, Rt. Hon. Anita Annet Among, or provide evidence of the alleged offenses.
“The charge sheet is defective,” Mr. Kamukama argued. “It must contain the facts of the offenses with which the accused is charged. Therefore, we request that you find this charge sheet defective and release the accused from custody.”
The prosecution team, including Mr Birivubuka, Ms Joan Keko, and Ivan Kyazze, alleges that between March and June 2024, Mr Burora, using the handle “handerHB,” shared information that ridiculed, degraded, or demeaned the Speaker of Parliament and promoted hostility against her.
On the second count, the prosecution claims Mr Burora shared malicious information about the Speaker.
