Brig. Gen. Charles Oluka, a discreet yet formidable figure in Uganda’s intelligence community, has passed away.
The Internal Security Organisation (ISO) director general was set to turn 69 this year.
Known as a true spy, Oluka was a master strategist who neutralized threats with precision—often before adversaries realized they were being watched.
Despite remaining largely unknown to the public, his influence was deeply felt within security circles, where he played a pivotal role in fostering collaboration among agencies often at odds.
A Peacemaker and Reformer
Oluka’s leadership was instrumental in ending the long-standing conflicts between ISO, the Police, and the Chieftaincy of Military Intelligence—now rebranded as the Defence Intelligence and Security.
These agencies frequently clashed over operations, sometimes airing their disputes publicly.
“He spearheaded critical reforms, ensuring cooperation rather than competition,” a security analyst noted.
Until his sudden passing at Seguku Hospital on Entebbe Road on Wednesday, Oluka had served as ISO director general since October 2020.
He collapsed, was rushed to the hospital, and was later pronounced dead.
Shutting Down Safe Houses
One of Oluka’s most significant contributions was shutting down the notorious safe houses linked to human rights abuses.
His tenure marked a period of accountability and reform within ISO. “After his appointment, he closed these safe houses, identified rogue officers, and laid them off.
Have you seen ISO officers implicated in scandals recently? That tells you the kind of man he was,” an operative stated.
A Legacy of Reforms
Beyond intelligence operations, Oluka successfully lobbied for increased budget allocations, leading to salary increments, renovations at ISO headquarters, and improvements in staff welfare.
One of his major achievements was procuring vehicles for all district ISO officers—something that had not been accomplished since 2007.
Under his watch, ISO’s operational efficiency and reputation improved significantly.
His influence extended beyond Uganda’s borders, as he played a key role in classified regional and international security operations.
“We don’t discuss classified operations in the press,” a source emphasized.
Tracking Joseph Kony
Oluka played a crucial role in Operation Iron Fist, aimed at dismantling Joseph Kony’s Lord’s Resistance Army (LRA).
His innovative strategy of recruiting former LRA rebels helped track Kony and disrupt the group’s activities.
This achievement earned him recognition within ISO and led to his appointment as director of technical services.
Born in Soroti District, Oluka began his intelligence career in 1987 after serving as a flight instructor at Soroti Flying School.
He was recruited into ISO by Maj. Gen. (rtd) Jim Muhwezi, the organization’s first director. Over the years, he worked under various spy chiefs, including Dr. Amos Mukumbi, Brig. Ronnie Balya, Lt. Gen. (rtd) Henry Tumukunde, Maj. Gen. (rtd) Elly Kayanja, and Col. Kaka Bagyenda.
His vast technical expertise earned him the role of ISO chief on October 8, 2020.
“He was a key player in supporting ISO’s clandestine operations, providing advanced surveillance gadgets, disguises, and secret communication tools. His technical acumen was unmatched,” a former colleague recalled.
A Sudden Loss
Oluka’s unexpected passing has left a void in Uganda’s security sector.
The atmosphere at ISO headquarters in Nakasero, Kampala, was somber as staff struggled to come to terms with the loss of their leader. “It happened so fast, but such is life,” an operative lamented.
At the time of his death, Oluka had just moved into his newly completed three-story mansion in Kitovu village, Kajjansi town council, Wakiso District.
Friends and relatives gathered at his home to console his family. “He was an experienced, patriotic military officer and family man who served his country diligently,” one of his friends remarked.
Reports indicate that Oluka had been flown abroad for treatment a month ago due to health complications but had seemingly recovered.
Tributes from Leaders
Many have described Oluka as a dedicated and professional intelligence officer who executed his duties with humility. Lt. Gen. (rtd) Henry Tumukunde, who supervised Oluka, expressed his sorrow:
“I’m shocked and saddened by his passing. He was a dedicated professional, and I was honored to work closely with him. My condolences to his family, ISO, the army, and the nation. May his soul rest in peace.”
Speaker of Parliament Anita Among also paid tribute: “Brig. Gen. Oluka’s dedication to ensuring a secure Uganda was exemplary. His contributions will always be remembered.”
Mike Mukula, the National Resistance Movement vice-chairperson for Eastern Uganda, described him as “a true epitome of humility and courage, a great patriot and nationalist.”
Dr. Diana Atwine, Permanent Secretary at the Ministry of Health, mourned his loss, saying: “You have gone too soon, my friend. You served diligently. My condolences to your family and the security fraternity.”
Michael Katungi added: “A composed, patriotic, and brilliant intelligence officer. Rest in peace.”
A Decorated Career
Oluka’s extensive military training, including at the Tanzania Military Academy in Monduli in 1990, and his expertise as a pilot, made him a well-rounded and respected officer.
On April 16, 2023, he wedded his longtime fiancée, Harriet Aldsa, in a colorful ceremony in Madera, Soroti District.
His promotion to Brigadier General on February 1 last year was a testament to his dedication and service.
As Uganda mourns a national hero, his legacy will continue to inspire future generations of intelligence officers.
Investigations and Crime Fighting
Oluka played a leading role in investigating high-profile corruption cases, including the infamous iron sheets scandal involving the diversion of government resources meant for Karamoja.
He also spearheaded probes into the mismanagement of funds under the Parish Development Model (PDM) and Emyooga programs, both critical government initiatives aimed at poverty alleviation.
Additionally, he was renowned for dismantling violent criminal syndicates, including the panga-wielding gangs that had terrorized communities with brazen attacks.
