In a significant move to bolster Uganda’s internal security framework, President Yoweri Museveni has appointed Mr. Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO).
This appointment follows the untimely passing of Brigadier General Charles Oluka, who led the agency until his sudden death on January 29, 2025.
Alongside Mugyenyi, Mr. Tony Kinyera Apecu has been named Deputy Director General, succeeding Colonel Emma Katabazi.

The appointments come in the wake of Brig. Gen. Charles Oluka’s sudden passing.
Oluka, aged 57, collapsed during a family prayer session and was pronounced dead upon arrival at Seguku Hospital on Entebbe Road.
His death has been attributed to heart complications. During his tenure as Director General since October 2020, Oluka was instrumental in revitalizing Uganda’s intelligence-gathering capabilities and fostering collaboration among various security agencies.
Notably, he played a key role in dismantling the notorious Northern Bypass gang and addressing the Masaka machete attacks that claimed numerous lives between July and September 2021.
President Museveni lauded Oluka’s contributions, stating, “The country has lost a true patriot. He did a commendable job as Director General of ISO. He has died in the prime of his life.” The President’s remarks were delivered by Vice President Maj. (Rtd) Jessica Alupo during Oluka’s official burial in Kalaki District.
