The Territorial Police in Luwero District are actively investigating a suspected counterfeit cement operation following a raid conducted yesterday, Saturday, April 5, 2025, at approximately 10:30 a.m.
The operation targeted two locations—Kasana Market and Kalongo Zone—both within Luwero Town Council.
According to police spokesperson Sam Twiineamazima of the Savannah Region, the investigation was prompted by a tip-off received on Friday, April 4, by the Officer in Charge (OC) of Luwero Police Station.
The report indicated that a hardware store along Kasiso Road in Kasana was allegedly producing fake cement.
Acting swiftly, the OC responded and apprehended a suspect, identified as Onyango Ronald, before cordoning off the premises. A joint team led by the District Police Commander (DPC), District Internal Security Officer (DISO), Scene of Crime Officer (SOCO), and Officer in Charge of Criminal Investigations Department (OC CID) followed up for a detailed examination.

During the search of both the hardware store and Ronald’s residence in Kalongo Zone, officers recovered multiple exhibits, including bags of suspected counterfeit cement branded as Tororo, Hima, and Fundi, along with empty branded packaging and two sacks containing suspected counterfeit cement materials.
Two individuals—Onyango Ronald and Mutesasira Dauda—were arrested and are currently assisting with investigations.
A case of counterfeiting has been formally registered, and statements have been recorded from relevant witnesses. Samples of the suspected counterfeit materials have been collected for forensic analysis.
The companies whose brands were allegedly forged—Tororo Cement, Hima Cement, and Fundi Cement—have been notified and are expected to provide official statements as part of the ongoing investigations.

Authorities say inquiries are still underway to uncover the full extent of the operation and determine whether more individuals or entities were involved.
“We take this matter very seriously,” said Twiineamazima. “Counterfeit building materials pose a significant danger to public safety and infrastructure, and we are committed to bringing all perpetrators to justice.”
