A 39-year-old traffic officer has been remanded to Luzira Prison after being charged with attempting to rape a university student—a case that has left many shaken and disheartened.
Sergeant Richard Kasule, attached to Central Police Station in Kampala, was brought before the Buganda Road Chief Magistrate’s Court on Monday.
He stood silently as Chief Magistrate Ronald Kayizzi read the charge of attempted rape. With no one present to stand surety for him, he was sent to Luzira Prison until April 29 as investigations continue.
The prosecution, led by Mr. Ivan Kyazze, alleges that on March 30, 2025, Kasule abused his position of authority.
The victim, a student of Kyambogo University, had been driving near the Golf Course area when she was stopped by Kasule for a traffic violation. What followed, according to court documents, was deeply disturbing.
After entering her car under the pretense of explaining the offense, Kasule allegedly took her driver’s license and instructed her to follow him.
Once alone with her again, he reportedly molested her. The young woman later told her sister and father, who accompanied her to report the matter.
Court records detail how Kasule allegedly asked for a bribe of Shs100,000. She only had Shs20,000, which she sent to his phone.
In return, he gave back Shs10,000—mockingly—while making unwanted advances.
What followed was a sequence of violations no one should endure. He allegedly touched her inappropriately, ignored her pleas to stop, and forced her to remain in a situation where she felt powerless and afraid.
When she resisted, he reportedly responded with force and manipulation.
The victim managed to escape, later sharing her ordeal with her family. Her report led to Kasule’s arrest.
A police officer—someone entrusted to protect—now stands accused of betrayal and harm. The case will continue on April 29.
