Minister for Security Gen Elly Tumwine has Thursday held a secret meeting with journalists accredited to cover Parliament. Tumwine secretly met journalists under their umbrella Uganda Press Parliamentary Association (UPPA) at the Office of the Prime Minister (OPM) boardroom. The journalists who were over 30 were as early as 11am spotted sneaking into OPM through Parliament entrance. However, the meeting that was scheduled to start at 12pm at the OPM Conference Hall, delayed as the minister was reportedly engaged in another meeting within OPM. Members of Parliament have been informed that people living with HIV/AIDS are still stigmatized despite efforts to fight the disease and stigma. The Speaker of Parliament, Rebecca Kadaga, has named committees that have failed to deliver on their constitutional mandate to process Bills within the requisite 45 days. While chairing plenary on Tuesday, 18 September 2018, Kadaga said she was irked by the pace at which business was being conducted in committees leading to backlog of Bills and petitions. “At the start of the Third Session, we indicated that the first meeting would be dedicated to legislation.
