The Speaker of Parliament, Rebecca Kadaga, has expressed concern over allegations of torture by the Uganda Peoples Defence Forces (UPDF) marines meted at fishing communities around Lake Victoria. “I am deeply saddened by the Marines of the UPDF for torturing the people living on the Islands. I received reports form Buvuma, Buyende and Nakasongola where Marines have beaten people,” she said. Death toll for Pakwach River Nile accident has gone to seven (7) by this morning of 17th September 2018. The bodies were taken to Pakwach health centre mortuary pending identification by relatives. Two more people are reported missing by their relatives. Police of Pakwach, Police Marines and Wildlife Authority are continuing with joint search on the lake. Meanwhile the number of those rescued has gone to 14. Rwandan police say they have arrested two soccer officials and are investigating allegations they tried to bribe the referee before an African Cup of Nations qualifier against Ivory Coast last weekend. The Rwanda Investigation Bureau said Rwanda soccer federation secretary general Francois Regis Uwayezu and commissioner for competitions Eric Ruhamiriza were arrested on Wednesday after allegations made by Namibian referee Jackson Pavaza. South Sudan’s warring parties signed what they call a final peace agreement to end a civil war that killed tens of thousands of people and displaced millions. The deal, signed in the Ethiopian capital Addis Ababa on Wednesday, was witnessed by Ethiopia’s Prime Minister Abiy Ahmed and other regional heads of state.
