The Committee on Health has listed stigma, poverty and drug abuse as leading contributors to the country’s mental health challenges. This was contained in the Committee’s report on the Mental Health Bill 2014, which the House is set to debate on Thursday. Members of Parliament on the Natural Resources Committee have tasked the Uganda National Meteorological Authority (UNMA) to provide factual weather forecasts so as to support Uganda’s agriculture. The Committee chaired by Hon. Bankers have rejected a proposal to have the National Information Technology Authority manage private data of their clients. Officials from Bank of Uganda and the Uganda Bankers Association, who appeared before the Parliament Committee on Information and Communication Technology instead want the regulatory responsibility of managing private data entrusted with a body other than NITA–U, a government institution. The Deputy Attorney General, Mwesigwa Rukutana, has withdrawn the Constitution (Amendment) Bill, 2017. The object of the Bill is to amend Article 26 of the Constitution in accordance with Articles 259 and 262 of the Constitution. The Bill seeks to resolve the current problem of delayed implementation of government infrastructure and investment projects due to disputes arising out of the compulsory land acquisition process.
