The Uganda Parliamentary Press Association (UPPA) has started its savings and credit Sacco with focus on improving journalists’ welfare. Out of the 103,301 candidates who sat for the 2019 Uganda Advanced Certificate of Education [UACE] exams, 101,868 have been able to obtain a principal pass during the exams. Telecom operators want the National Payment Systems Bill, 2019 to provide leniency in insolvency proceedings where the Central Bank may revoke or suspend a licence of a company in financial stress. According to the Acting Chief Legal Counsel at Uganda Telecom (UTL) Prossy Kembabazi, revocation of a licence should be limited to a company that goes into liquidation. “Before revoking a licence, the Central Bank should notify the operator stating reasons for intended revocation and invite the operator to show cause why the licence or approval should not be revoked within 14 days,” Kembabazi said. Last week the UK Government announced a range of changes to its current immigration system, many of which will benefit Ugandans. The changes include the introduction of a fast track visa scheme for leading scientists, researchers and mathematicians and a new graduate route, which allows international students to stay in the UK for two years once they have successfully completed their studies. The use of pesticides in bid to fight the growing swarm of locusts in the eastern part of the country has been questioned by parliamentarians. This followed presentation of an update on efforts to combat the  desert locusts. The update was presented by the Minister of State for Agriculture, Hon Aggrey Bagiire on Wednesday, 26 February 2020. Bagiire said that one of the major mitigation plans of the government was to spray pesticides in the 25 districts currently affected. Speaker Rebecca Kadaga has directed the Prime Minister, Ruhakana Rugunda to make a statement on the persistent concerns raised by legislators on the cumbersome process of acquiring National identifications (IDs). “This issue was discussed in the last sitting and we made a resolution that the ID processing should be decentralized but this has not yet been done. Every Ugandan has a right to an ID,” she said.
