Uganda Telecom Limited (UTL) is an insolvent company whose shareholders are Ucom, a Libyan Government entity and Government of Uganda (GoU) through the Ministry of Finance, Planning and Economic Development holding 69% and 31% respectively. The Speaker of Parliament, Rebecca Kadaga, has succeeded in lobbying for support to Busoga schools with academic performance challenges. Yesterday, the Bank of Uganda officials implicated in 90 Billion scandal were rearrested on orders the Criminal Investigations Department of Police (CID) and sister agencies. This was to effect the proper continuation of investigation into the allegedly printing of Shs90 billion. The Speaker of Parliament, Rebecca Kadaga, has said efforts to investigate legislators accused of soliciting bribes from the public have yielded no fruits as there is no evidence to pin them.
