Speaker Rebecca Kadaga has called for state action to resettle and rehabilitate war victims and denounced human rights violations by security agencies. Government has failed to take up two offers including the construction of a convention centre made by Indian Prime Minister, Narendra Modi in July last year. Legislators were Tuesday surprised to learn that government has failed to fulfil its obligations required to receive the two offers, which also include the construction of a cultural centre in Jinja. Delegates to the upcoming 64th Commonwealth Parliamentary Conference will obtain entry visas on arrival in Uganda. In a statement issued on Monday, 16 September 2019, the Directorate of Citizenship and Immigration Control said it had made provision for issuance of visas on arrival to delegates, who may not have obtained the same in their home countries or via the online platform. Military personnel guarding various security installations have blocked legislators from accessing and inspecting ‘safe houses’, a generic term for alleged torture chambers run by the Internal Security Organisation (ISO). President Yoweri Museveni has said that the Government of Uganda has lifted the ban on the export of raw sugarcane to Kenya for a period of only three months effective next week. The move, he said, aims at allowing Ugandan farmers sell the surplus sugarcane that is not consumed locally. “Mature sugarcane that doesn’t have ready buyers from local millers, should be exported,” he said. The Deputy Speaker, Jacob Oulanyah, has pledged support to the Uganda Physiotherapy Association’s advocacy agenda to regulate the profession. Oulanyah said many people have suffered more injuries caused by those claiming to be physiotherapists. “I had a bad experience. A friend of mine after traveling for long went for massage.
