The Attorney General, William Byaruhanga, has hawked a Bill on National Legal Aid from Gulu Municipality’s MP Lyandro Komakech (DP), who was seeking leave of Parliament to officially introduce it as a Private Member’s legislation. Komakech had proposed a motion for the said leave, before Byaruhanga said government would liaise with the MP to introduce the Bill within one month. Deputy Speaker Jacob Oulanyah on Thursday blocked the voting on the controversial mobile money tax for lack of quorum. A new study conducted by an NGO Twaweza indicates that many in the population attribute laziness or lack of personal effort as a major cause of poverty. The report also indicates that the gap between the rich and the poor is ever growing in Uganda and that the rich live in urban areas while poverty persists in the villages.
