President Kagame, Commander-in-Chief of the Rwanda Defence Force, has meet his top army officers of the RDF High Command Council.
According to his press unit, the council is an annual leading decision-making strategic guidance forum.
This meeting comes hours after his counterpart made strong statements regarding the weakening ties of two states.
